Betting restrictions for Desenrola Brasil beneficiaries begin

(AsiaGameHub) –   Starting last Friday, betting platforms in Brazil are required to block new registrations and prevent existing users enrolled in the New Desenrola Brasil debt renegotiation programme from placing bets.

Last week, President Lula signed the Provisional Measure creating the programme. As part of this financial recovery measure for families, those who join will be prohibited from placing online bets for one year.

To join the programme, individuals must contact their banks through official channels. Upon joining, beneficiaries will be prevented from placing bets. Following the signing of the Provisional Measure, the Secretariat of Prizes and Bets (SPA) met with associations to provide guidance on the blocking.

The Application Programming Interface in the Betting Management System (Sigap) is already ready for operators to continuously verify participation in Desenrola Brasil.

A new code has been inserted into the SPA system indicating whether a person participates in Desenrola Brasil. Those who join will be unable to place bets and, upon registration, companies must check if the new client is in the programme. If so, the Sigap search will return the result as “Blocked – New Desenrola Brasil Programme”.

On 5 May, SPA published Ordinance SPA/MF No 1,237, which regulates the prohibition of Desenrola beneficiaries from betting. On the same day, it published Normative Instruction SPA/MF No 3, which determines that operators must prevent the registration of those who join the programme and suspend the account of the bettor if they are already registered.

The operator must communicate that the registration was not completed due to the client’s adherence to Desenrola Brasil. The rules were determined by the Manual for Blocked Users. It was presented to operators and associations to standardise the method of blocking registration.

In addition, operators must check if their clients have joined Desenrola at the time of their first login of the day. If they are on the blocked list, the platforms must block the client.

Open bets must also be cancelled immediately if the system detects that the customer has joined the programme.

Customer suspension within three days

By legal requirement, betting sites must inform customers that they will not be able to place bets from the moment it is detected that they have joined the programme.

The suspension must occur within three days from the date of the consultation. Before suspending the account, the operator must inform the user of the reason for the block.

The bettor must voluntarily withdraw the funds. If not, the betting site will refund the amounts within two days to one of the deposit or payment accounts registered by the customer.

The operator must document all communications with the user, recording the date, time, channel used and message content, and store this information for a minimum of five years.

BB will centralise the list of beneficiaries

Banks will send the data of the beneficiaries of Desenrola Brasil to block these people’s access to betting sites for one year. This communication will be centralised at Banco do Brasil, which will forward the list of CPF numbers to SPA.

Betting companies were already consulting the system regarding the registration and bets of Bolsa Família beneficiaries. Now, the system has been updated to also inform Desenrola participants.

Starting 15 May, new registrations should be rejected if the customer is already in the programme. Companies should consult the list of blocked customers on the first login of the day for active customers. By 20 May, they should scan their databases for all customers who have joined the programme.
